Areas of activity

The purpose of the Authority is to develop and manage broadband infrastructure and provide quality wholesale broadband services in commercially unattractive settlements.

The development of broadband infrastructure and the provision of wholesale broadband services in commercially unattractive settlements shall be an activity of public interest for the institution.

The strategic objective of the Agency is to enable domestic consumers to access broadband services in Lithuania.

Objectives of the Agency:

  1. Development of broadband infrastructure to reduce the digital divide;
  2. Operation of broadband networks, provision of services using the established broadband infrastruct

The strategic orientations of the institution:

  1. Broadband availability and quality. The Agency will make optimal use of the established broadband infrastructure, increase the availability of broadband internet connections in remote settlements and ensure quality of service parameters that meet market needs. The Agency will implement innovative electronic communications infrastructure projects and provide services using the established fibre optic cable network infrastructure. As part of its core activity, the Agency will collect, analyse and publish information on the State-owned electronic communications networks.
  2. Quality of customer service. In order to be a reliable partner in information and communication technologies, the Agency will ensure the value of the services provided to its customers, improve the quality of the services provided, respond to the needs of operators and increase customer satisfaction. The Agency's customer satisfaction rate will be measured regularly and will increase consistently where possible.
  3. Social responsibility and employee engagement. The Institution will conduct its activities in accordance with the highest standards of transparency, governance, ethics and social responsibility, using modern staff appraisal methods wherever possible, and striving to increase staff engagement. The institution will maintain a values-based organisational culture and provide opportunities for professional development. The institution will introduce and develop systems of employee values, competency development, motivation and rewards, consistently, wherever possible, ensure that employees are paid in line with their work and market conditions, create an attractive working environment, and provide opportunities for people with individual needs. The Management Board and the management of the institution will maintain a regular and constructive dialogue with the staff representatives. In the event of national emergencies or other unforeseen circumstances which have a significant impact on public welfare and security, the Institution will be socially responsible and will seek opportunities to contribute to the State's response to the consequences of these situations and circumstances.
  4. Innovation, digitalisation, sustainability. The Agency will contribute to the promotion of innovation in the Lithuanian transport sector, including the creation of demand for innovation, and will ensure that the latest technologies and modern working methods are applied in line with the State's priorities for innovation development, digitisation and greenness, will strive to conduct public procurement exclusively through green procurement, will improve the efficiency and effectiveness of its direct activities, and will create added value for the Agency and its customers. The Institution will also contribute to the reduction of environmental pollution caused by transport and will give priority to non-polluting (e.g. alternative fuel), innovative and clean vehicles when purchasing/leasing company cars and other transport used in the Institution's activities. The Agency will, as far as possible, follow good practices of sustainable development and will comply with the laws, international norms and ethical standards governing its activities. The Agency will seek to integrate the United Nations principles of sustainable development in its strategy in terms of environmental, social, consumer and human rights protection. The Institution will adopt a Sustainability Policy setting out the directions and principles of sustainable development and the means of their implementation, which will guide the day-to-day operations of the Institution and establish its organisational culture. The Institution will adequately disclose the sustainability practices applied in its annual activity report and on its website.
  5. Transparency and risk management. The Institution will have in place corruption resilience measures and processes that ensure that the Institution's activities are conducted in a transparent and honest manner. The Institution will have an effective risk management system in place. Competent staff/persons will be assigned to corruption prevention and risk management, and the interests of the national security of the State will be adequately safeguarded. The Agency will ensure that all information specified in the legislation governing the activities of public bodies is made public. The Agency will ensure that the data to be opened are inventoried, opened and made available to the Lithuanian Open Data Portal, in accordance with the provisions of the Law on Access to Information and Re-use of Data of the Republic of Lithuania and other legal acts regulating the availability of data for re-use.
  6. Good governance and efficiency.  The Agency will ensure best practice governance, increase the efficiency of business processes and implement innovative digital solutions. The Agency will protect and enhance its reputation, conduct reputational change studies where possible, and use external and internal communication effectively. The Agency will follow the Organisation for Economic Co-operation and Development's recommendations on governance.
