12.PurposeThe service is intended to provide a service to a single end-customer and cannot be used to organise communication between nodes in the operator's network.
The intended use and technical characteristics of the services must comply with the requirements laid down in these State aid schemes: 183/2009 – LietuvaSA.34166SA.36132SA.46372 and SA.49614.
13.Service delivery pointsThe service is provided within the boundaries of the municipality, except for the municipalities of Alytus, Kaunas, Klaipėda, Panevėžys, Šiauliai and Vilnius, where the service is provided between the municipalities of the city and the municipalities of the district.The service is provided to the network terminals, the list of which is published on the Institution's website at https://placiajuostis.lrv.lt/lt/, and which are technically able to provide the service. The list of terminal facilities shall be established** by including all passive elements of the network managed by the Institution (sleeves, cable stocks, cable lines), except for network elements located in the territories of the municipal centres***.The service from the elements of the network (sleeves, cable stocks, cable lines) may not be provided to the structure, if the structure contains the entrance of the fibre optic network managed by the Institution and it is technically feasible to provide the other communication services*** provided by the Institution.

** The list of terminal sites is compiled and updated annually by the Agency. When the list of terminals is updated annually, terminals included in the list shall not be deleted if one or more operators have started to use the services of the Agency at the terminals after they were included in the list of terminals. The list of terminal sites shall be approved by the head of the service provider or his/her authorised representative no later than the last working day of June of each calendar year, together with the technical parameters of the services provided at the terminal sites. The approved list of terminal facilities shall enter into force upon its publication on the website of the Agency.
*** The restriction shall not apply to network elements installed during the implementation of the projects "Development of Broadband Infrastructure in Rural Areas" (PRIP-1) and "Support to Broadband Infrastructure (Phase II)" (PRIP-2).
