5G project public consultations

First public consultation 

PE "Plačiajuostis internetas" (hereinafter - PI) and a group of economic entities, consisting of UAB "CIVITTA" and UAB "Cellular Expert" (hereinafter - the Executive), are preparing a 5G infrastructure development investment project (hereinafter - the project) on behalf of Pl.

The purpose of the project is to prepare an investment project that would allow applying for the funding required to implement the goal provided for in the 5G guidelines - by 2025. to ensure 5G connection in international land transport corridors ("Via Baltica", "Rail Baltica") and would create prerequisites for the implementation of the 5G development project.

To properly implement the mentioned project, in 2021 in the months of May and June, an analysis of the existing and planned 5G communication and fiber optic network infrastructure was carried out based on the data provided by the communication operators.
Based on the collected data, maps were made that identify the 5G network infrastructure and "white areas" located in the international transport corridors in the territory of the Republic of Lithuania (“Via Baltica”, “Rail Baltica”, and due to relevance for operators, the A1 (Vilnius-Klaipėda) road is included in an additional volume) and infrastructure of fiber optic networks. In this consultation, "white areas" are defined as sections of transport highways where the existing mobile communication infrastructure does not allow road users to access 50 Mb/s experimental high-speed downlink. This threshold speed is chosen based on the design norms recommended by ETSI Technical Specification TS 122 261 "Service requirements for the 5G system (Release 16)" for the high-speed vehicle communication scenario (Table 7.1-1).

Please note that if you submit new/additional/corrected data, which, in your opinion, are underestimated or inaccurately assessed on the map, the map and its data will be corrected accordingly.

Second public consultation

The purpose of the project is to prepare an investment project that would allow applying for the funding required to implement the goal provided for in the 5G guidelines - by 2025. to ensure 5G connectivity in international land transport corridors (“Via Baltica”, “Rail Baltica”, trunk road A1) and would create prerequisites for the implementation of the 5G development project.

To properly implement the mentioned project, in 2021 in the months of from May to August, an analysis of the existing and planned 5G communication and fiber optic network infrastructure was carried out, during which "white areas" of the 5G network were identified, and the initial technical conditions for the creation of a new 5G network were defined.

Based on the analysis of the collected data, the plan for the placement of 4G/5G communication base stations of international transport corridors was prepared, which is submitted for public consultation. It proposes to place the towers of the new base stations in such a way that they ensure a field strength of at least -90 dBm in the traffic lanes (assessing the propagation of waves in the supporting 1800 MHz frequency band), thus guaranteeing uninterrupted and high-quality 5G mobile communication coverage along the entire length of the trunk routes in question.

  1. Maps (PDF exported GIS data) showing the proposed positions of the new base station towers and the new fiber optic cable lines required to connect them to the existing landline networks:
  1. List of new towers (in PDF format) containing a list of proposed new base station antenna towers (154 units) and geographic coordinates.
  2. Assumptions and decisions of technical planning.

All interested parties are invited to submit comments on the proposed plan for the placement of new base stations. Comments must be submitted to the project developers by 2021 October 2 (including) by email [email protected] 

Please note that if you provide new, additional, or clarifying data, which, in your opinion, is underestimated or inaccurately estimated in the 5G network project of the transport highways being prepared, this project, its technical design assumptions and the proposed map of the layout of new links and connections will be revised accordingly.

The purpose of the project is to prepare an investment project that would allow applying for the funding required to implement the goal provided for in the 5G guidelines by 2025, to ensure 5G connection in international land transport corridors ("Via Baltica", "Rail Baltica") and would create prerequisites for the implementation of the 5G development project.

In order to properly implement the mentioned project, in 2021 from May to September, an analysis of the existing and planned 5G communication and fiber optic network infrastructure was carried out, the "white areas" of the 5G network were identified and the initial technical conditions for the creation of a new 5G network were defined, according to which the plan for the placement of 5G communication base stations in international transport corridors was prepared.

Based on the results achieved during the Project and the conclusions of the discussions with all interested parties, the Project organizers have prepared a working version of the Investment Project, which presents the four main alternatives for the implementation of the Project, their qualitative analysis, the Project's investment costs and expenditure and income model, and a quantitative assessment of financial and economic indicators.

The following planning documents are available for public consultation:

  1. Summary of the Investment Project (in PDF format), which includes the essential sections of the Investment Project in order to familiarize all interested parties  with the Project's goals and indicators, a description of the consortium model of the organizations implementing the Project, alternatives to the Project's implementation and their comparisons, the Project's flows of funds, and financial and economic analysis.
  2. Financial calculator (in PDF format) with detailed calculations of the Project's investment costs, expenses and income (link). It should be noted that the necessary investment costs are forecasted based on the analysis of communication infrastructure construction costs of recent years, assuming the growth of these costs in the future, as well as catalog equipment prices, and other assumptions.

All interested parties are invited to submit comments to the proposed Investment Project regarding the clarification of specific investment costs, rates, service rates and operational cost components.
