2025 Activity Overview of Public Institution "Plačiajuostis Internetas"
The year 2025 was marked by active expansion, modernisation and the implementation of significant projects for the public institution Plačiajuostis Internetas. By consistently strengthening Lithuania’s broadband infrastructure, the institution increased service availability, improved service quality and laid the foundation for further development of the country’s digital infrastructure.
During 2025, the institution provided telecommunications operators with 851 new connectivity services using infrastructure developed through various projects. The growth in services was mainly driven by the expansion of mobile networks, increasing demand for high-speed internet, and the utilisation of infrastructure created under the Ultra-High-Speed Connectivity Infrastructure (ISRI) project. Over the year, the total number of services increased by 538, while 33 operators ordered new services.
By the end of the year, Plačiajuostis Internetas was providing a total of 6,670 telecommunications services, including fibre-optic, data transmission and equipment colocation services. Connectivity services were launched in 86 additional settlements, bringing the total number of served locations to 2,132.
Throughout 2025, the institution continued the maintenance and modernisation of its fibre-optic network as well as active and passive network equipment. More than 12,000 km of fibre-optic lines were maintained, faults were resolved promptly, preventive measurements were carried out, and infrastructure upgrades were implemented. To ensure service continuity, more than 1,000 batteries were replaced, while mobile power generators were deployed 170 times to support active network equipment, providing nearly 400 hours of uninterrupted power supply.
Significant attention was devoted to accident prevention and network maintenance. Fibre-optic routes were marked 846 times during the year, reducing the risk of cable damage. In addition, more than 5,800 units of active equipment and nearly 39,000 passive network elements were maintained. Network node modernisation and relocation projects were carried out in municipalities and local administrative districts, while more than 14,000 project and topographical documents were coordinated during the year.
To reduce the number of incidents and ensure business continuity, 963 preventive actions were implemented in 2025. A substantial share of these activities was related to preparations for power outages and scheduled electrical network maintenance works. The effectiveness of preventive measures was enhanced through advanced network monitoring solutions and around-the-clock network operations personnel ensuring rapid response to disruptions.
In 2025, the institution also implemented innovative technological solutions aimed at improving network resource utilisation and infrastructure reliability. One such solution enables DWDM and PON signals of different technologies to be transmitted over a single fibre using optical signal filters, thereby conserving fibre resources and reducing operating costs. In addition, uninterruptible power supply systems with lithium iron phosphate (LiFePO4) batteries began to be deployed across the network. These systems will enable network nodes to operate for up to 24 hours in the event of a power outage.
Environmental sustainability initiatives were also consistently implemented throughout 2025. Energy consumption was optimised, CO₂ emissions were reduced, and the use of electric vehicles increased. Network nodes were supplied with electricity generated from renewable energy sources. The institution operated in accordance with an environmental management system, ensured proper waste sorting and disposal, and expanded the use of digital documentation, which accounted for 99% of all outgoing documents in 2025.

In 2026, Plačiajuostis Internetas plans to continue developing the broadband infrastructure it has established, increase service availability in rural and remote areas, and maintain a high standard of service quality. The institution plans to deploy 1,200 new services, increase the total number of services to 7,750, expand the network to 2,200 served settlements, and ensure network service availability of no less than 99.98%.
The first half of 2026 saw the successful completion of the Ultra-High-Speed Connectivity Infrastructure (ISRI) project. Furthermore, under the Expansion of Ultra-High-Speed Connectivity Infrastructure project, construction of telecommunications towers and deployment of 5G infrastructure will continue. Strengthening network resilience will remain a key priority, including the expansion of 24-hour backup power infrastructure, deployment of additional uninterrupted power supply solutions, and enhancement of network performance during emergency situations.
The institution also plans to implement advanced infrastructure monitoring and management solutions. Using the Zabbix monitoring platform, UPS battery temperature and voltage data will be analysed to identify signs of battery degradation in advance and facilitate timely replacement planning. In addition, a data collection system based on the Modbus over Ethernet protocol will be introduced, enabling real-time monitoring of air-conditioning equipment performance and integration of the collected data into the institution’s network management systems.
The institution will continue its efforts to reduce environmental impact, optimise energy consumption, lower CO₂ emissions and operate in accordance with environmental management principles.
Consistent strengthening of infrastructure, implementation of innovative solutions, responsible environmental stewardship and a commitment to high-quality services enable Plačiajuostis Internetas to remain an important contributor to Lithuania’s digital infrastructure development and to play a significant role in reducing the digital divide across the country.
